I went ahead and got rid of the first panel. It was totally pointless anyway, and the picture was way too tall.
I probably should have waited for my consensus, but I really doubt anyone's going to complain.
I left the one I pulled here for reference.

I believe Foxtrot always has 3 panels per strip, so this image apparently constitutes an entire work.
At the very least, cutting the first panel would be no loss.
