Point. Part of the issue is that "heroine" is used in two different senses, which don't always overlap.

1) A female character with heroic qualities. Does not necessarily have to be the female lead, or even an Action Girl. (A Florence Nightingale (Historical Hero Upgrade version) type would count as well.)

2) A female lead character, regardless of whether she has heroic qualities or does anything "heroic." For an in-universe example, in Bakuman there's a manga titled "Reversi" with a "heroine" named Naho. She's brainwashed in the first chapter and spends the rest of the story being a pawn / Morality Pet shuttled between the opposed male protagonist. But she has lots of lines, is an important character and is referred to by the creators as "the heroine."

I'm mostly interested in Type 1, and now that the panel is definitely going forward, would like more context on some of these nominations.
