I was under the impression that Washington is suffering a huge deficit right now (multi-billion dollar?). Plus with no income tax and such low corporate income tax, I really don't see how Washington ever makes money.

It rarely, if ever, does.
And every time it succeeds, the republicans get in office and decide to use the surplus funds on funding some tax cut.

Here's the problem of depending on sales taxes...when times get tough people stop spending and the state loses revenue (when it needs it most). Whereas with income tax, the cycle's less boom-and-bust.
That happened in Washington State in 2008. We had a huge budget surplus, and then things went to shit. It all dried up really fast, and while the state's still doing okay, it's not great. And they're having big cash-flow problems because no one's doing much spending.
I'd say the way to go would be a mix of both, but only in theory. I can see at least several ways in which politicians could abuse that.
