I actually asked in the OP if shirts should count. I mean, how can a normal style shirt have cleavage? It's not designed that way. Simply being open isn't cleavage, as it's not part of the clothing cut.

Once again, sounds like saggy tits. The trope where certain characters (generally old women) are drawn with their tits hanging somewhere down to around their waists. It's not a flattering trope.
