I mean, "application"... that transmits to them personal data and thereby fights copyright infringement. That is relevant to the (not very funny anyway) Hypocritical Humor joke about the totalitarian Communist devils. It's not clear, concise, or witty. Feel free to change, don't think anybody will object.
