Not disagreeing, but the key difference between the Easter Bunny and the fiery metal skull is that the latter is intended to be scary.
Becky: Who are you? The Mysterious Stranger: An angel. Huck: What's your name? The Mysterious Stranger: Satan.... And it fails.
"You cannot judge a system if your judgement is determined by the system."For you. Keep in mind that scariness is subjective.
It is possible that there is something better, but, "that is not scary" is false.
I dunno, I think it is pretty good. No context: fire, glaring/menacing robot, skull... pretty iconically "scary". Context: it is a robot built for killing humans stepping through flames ignited by the detonation of nuclear weapons, which is the beginning of the Machine War and possible eventual extermination of humanity. More context: it is actually, in-universe, part of a nightmare. Bonus.
I think it is a fearsome image.

The words above are to be read as if they are narrated by Morgan Freeman. If the page has an admin request to not change the picture, then this is an empty debate. Locking up.
I realize it's probably a bad idea to put a truly terrifying image in the main article, but the terminator is just... Well, I find the bunny in Accidental Nightmare Fuel to be hundreds of times scarier than it. Shouldn't we try a scarier image, but still not scary enough to give heart attacks to anyone who sees the article?
