I hope it's already been mentioned, but I'm a big fan of the line-item veto. The best way to get rid of ridiculous riders and pork-barrel is to make it so that their being attached to a good bill is not necessity.

The full details of all proposed laws, bills, and treaties must be made public knowledge before any voting is done on them.

Also the compulsory education curriculum must include at least one class each on linguistics, sociology, and psychology.

Yeah, all bills and laws, even when proposed, are a matter of public record. But oftentimes reading an entire bill is impractical.

That was one of the most alid problems with the Healthcare Reform bill.

If I were to try and come up with a rule that might actually help, I'd probably go with some sort of forced separation between congress and regulatory bodies in such a way that congress can't make many decisions beyond basic funding and laws passed, development and expenditure discretion should belong to the departments in charge of it.
