Basically, Pornhub has had to restrict their site from users in Texas due to the Texan government claiming Pornhub needs to enforce an ID check to ensure all users are adults in order to prevent minors from accessing the explicit material. Which, given the site's taboo nature, basically means virtually nobody would ever subscribe or visit.
Even dumber is how VP Ns currently counteract the ban just fine, nor has it affected any other porn site. I expect this to change though in the upcoming months though, given that the current interpretation of the law can be applied to virtually every site containing pornographic content at the moment.
