@Silas: I think Natsel meant it is meant to cause harm, that apart from data, psychological harm to the torturee is an aim of torture in and of itself. Which is technically true - significant amounts of torture is inflicted in order to cause pain, not to gather intel (which is unreliable, anyway) - perhaps as revenge, perhaps For the Evulz.
True, in that regard, torture does 'work', if you want to call it that. And god knows there are a few classes of criminal to whom it would be very hard for ever me to say that they did not deserve torture.
It should not, however, be policy. It is also, well, immoral ipso facto. Also, BTW, unjustified and immoral aren't the same thing - in itself, killing a person may be immoral, in that it does not equate with conventional morality, but it need not be unjustified - would you consider every soldier to be an evil killer?
