How much of a Series Continuity Error is this?

My long-term project is a long running continuation fanfic of American Dragon. Basically, I love coming up with story idea more than I like writing them, but then I feel like I need to write them, so it basically piled up into a really big series.

So, in one of the stories, a young dragon girl is attacked in her home by three other dragons. When this is brought to the attention of the Dragon Council (pretty much the rulers of the Magical World), one Councilor mentions that a dragon attacking another dragon is "unheard of".

Now, I recently came up with another storyline (which takes place about thirty years earlier) dealing with two teams of dragons at odds with each other and fighting with each other over rescuing dragons from the Huntsclan (an organization that captures and murders magical creatures). Team A (good guys) want to save the prisoners, while Team B (bad guys) are social darwinists. However, in a twist, Team B is revealed to be working for the Dragon Council.

So, my question is whether these two teams fighting each other qualifies as "attack" and contradicts that line.

I do have one justification for why the two teams at odds may not contradict the line, and that's because the second team works for the Dragon Council, and so the Council may not consider their fights attacking one another. I also don't think it hurts that in the end, each Council member performs a Heel Face Turn, so everything is okay in the end.

However, that's just my thought. Obviously, I would really like to know your opinions.

No Dragon has ever attacked another? This looks like the No Mimbarey hsa killed another even though duel to the death is a big part of their culture Babylon5, No Changeling has killed another in DS 9 and BTVS has a rule against killing humans unless you want to.

Fighting is normal for Humans, we do not need that to be explained. If a species rarely fights each other, fair enough, but if a species nevah fights, that is the bit we Readers need to be explained.

Added to which, it was a Politician who said Dragons never fight.

If you were trying to say that Ape Shall Never Kill Ape is unrealistic without a very good justification, then we agree. Otherwise, I have no idea what that post was about.

Yeah, to be perfectly honest, his (or her) response kind of confuses me. I'm not sure what this person is trying to say.
