Personally, I think there's probably a combination of him overselling his ability and maybe an implication of "I have legal access to this as a member of the Pax Monstera, but hey, I don't have to sign things out this way!"

That's how I read it too.
And wow... either he's quite the bluffer, or he really does have a lot of power at his fingertips, as does Vale. Of course, given he's a sociopath, he probably would have an inflated idea of his capabilities, the whole "brain not properly processing risks versus rewards" thing.

I don't think that Deus is a true sociopath, then. Or rather, he's a comic-book supervillain mastermind sociopath. He wouldn't have got where he is today if he wasn't really, really good at calculating risks vs. rewards. Remember, he can pass, to the financial press, as just a really successful businessman - and you can't pull enough of the impressive-but-legit moves to sustain that image if you can't manage risks competently.
And yes, I enjoyed the rant too.
