I'm guessing the preconceptions that children are too "innocent" to commit rape and that women wouldn't rape men are too prominent in the justice system for the issues you brought up to be taken into consideration that often.
Stuff like this almost makes me wish we could replace child support with welfare, but that would only cause more guys to be irresponsible, since there's not much disincentive against a guy having promiscuous sex without the risk that he'll literally have to pay for it.
