Great example, but JAFAAC here.
How do you have a picture of someone "being foreign"? Honestly, Borat would be foreign in any country, particularly in that outfit with that hairdo with that expression—which is also funny. It fits. Even someone with no knowledge of who Borat is would be inclined to say "Yeah, that guy's probably not from around here, and he's definitely a weirdo." Leave it alone.

Yeah, he doesn't really look like he's from any particular place, just Ambiguously Foreign.

I like Borat, but maybe another image of him. What about the cover of the movie, doesn't that show him with a suitcase?
The cover of the movie would have a lot of clutter on it, wouldn't it? Current picture is fine. It's hard to "look" foreign but he looks silly and out of place and the rest can be inferred even if you don't know him.

I don't think an immediate pull is necessary, but we should search for another image

A guy with a funny hairstyle, a big grin, and doing the "thumbs up" doth not a foreigner make at first glance...hell, he could be a cheesy comedian or used car salesman for all the pic gives us.

Not a country, but somebody who looked like that walked through any major city, people probably wouldn't bat an eye. It's just a guy with a weird mustache making a funny face.

And really, I don't see how someone unfamiliar with the context would see the current image and think the guy's foreign.

Honestly, the slight blurriness at the base of the hands is really only apparent if you look specifically for it, I didn't notice it until you pointed it out.

I trimmed a little off the bottom of the pic with Borat holding the flags so the 'shopping isn't evident and put it on the page, since it makes the "foreign" aspect a little clearer...don't like it, but it's marginally better than what was there. Locking up.
It's just a picture of Borat. Doesn't even look at foreign... and it's not him doing anything.
I don't have any suggestions though...
