Nah, the only real reason Belgium was kept independent and not in the hands of anyone else was that Britain used it as a buffer state by virtue of it being very close to the island.
And so with ethno-linguistic considerations trumping others (like religion, which is pointless because Belgians are mostly non-religious, and Britain doesn't have to fear a Franco-German invasion despite fearmongering)...

Actually, Provinces have more autonomy than states, so it isn't exactly the same. Plus there's the matter of the states.
Also, Canada's governmental system is not exactly the same as America's, so it may be a bit of a headache changing everything.
