How do you know who a cop is without the uniform if you've never met them before? They wouldn't keep wearing it, they'd melt into all the other folk just like anyone else.

Ok, but it's kinda unpleasant, so I'll spoiler it.

The women let themselves be taken by the marauding men, and after being raped, found a way to kill them. They didn't expect to achieve complete success, but enough to make it costly. It may, of course, be rather impractical, but that's the least of the problems with the book.
