Is a PCIe x1 video card worth it?

So my computer only has a PCI-e x1 and a 32 pci (or 64, either way it's slower then the x1) and I'm debating whether it's worth it to get a graphics card. I'm only interested in lower end games like eve or wow, it's not so much wanting to play with awesome graphics as much as getting rid of the choppyness. I currently have the built in 256MB Ge Force 6150SE nForce 430 and was thinking of upgrading to this

seventy bucks is still alot of money to spend if it won't cause an upswing in performance.

I'm going to say that you can probably get a card for less which will boost your performance plenty.
