Though their latest game, Crusader Kings 2, was more functional than most of their titles (certainly moreso than say, Hearts of Iron III, which took 3 whole expansions to settle its issues) and the beta footage I've seen of EUIV looks very smooth and nonbuggy.

Most of their efforts have been to expand the playable characters in that one.

Honestly, play EU 3 with expansions for now and wait some time before grabbing EU 4. Every Paradox Game needs extensive patching.
