No.
It's only a bad Fix Fic if you try to avoid anything bad happening to the characters. Now, sometimes fixing Idiot Ball decisions in canon might lead to better results, but as long as it's a realistic result directly stemming from the change, and as long as not all negativity is avoided, oh and as long as the story alterations the change causes are well planned and well executed - in case those three conditions are met it should be okay.

I'm writing an Ace Attorney fic and part of the plot calls for (like really calls for) some things that a lot of people would call Fix Fic, like Phoenix becoming a lawyer again and Pearl and Maya and Franziska showing up, although I'm not doing this for the sake of having those events happen, the plot itself requires that to happen. None of the characters in that spoiler end up as quite main characters, either.
I tried to balance it out by having several other characters not quite have good things happen to them, including killing one off (though once again, the plot calls for this more than it being a desperate attempt to balance the happiness factor), and Maya and Franziska returning in particular result in Very Bad Things, but no matter how I look at it, it looks like one of those fics that's made specifically to make everyone fine and dandy. Does the inherent nature of the occurences in spoiler #1 make this automatically a Fix Fic and not worth pursuing?
