It's on sale on Steam? Should I buy it? The graphics look ugly, the concept looks kinda stupid.

It was a mediocre strategy game when it was first released, and from what I've heard the general consensus hasn't changed much over time. And since no new mods, expansions or content have been released since, you'll have to be content with the game as is. Plus, it requires Ubisoft's U-Play to work. which was a recent addition... and it's given a lot of the playerbase a major headache to get working.

It's not really about warfare, it's more about creating a good resource flow to make sure all your citizens get sushi and stuff. I mean, you could fight but there's not much motivation to.
If it's anything like Anno 1404, then it's an odd kind of RTS which uses economics and trading as its most major weapons rather than outright military action - though that's still a thing (that is to say, that while 1404 looks like a city builder / trading game it plays more or less like an RTS).
Or in other words, watch a Let's Play to get a good gauge of it, because the Anno series isn't quite what it looks like from the outside.
