I would think that too, but I thought the shadow in the final panel looked vaguely human. Maybe it's an evil spectral working with spirits or something? That'd be pretty cool.
As far as I can tell, there's at least two factions of spirits, the Cousinhood, and the Activity Consortium. What we really need is a handy chart to explain who's who.

Not helping. If anything Max's family seems to indicate to me that Mayview is where the completely mental go to die.
Between this and the other conspiracies and the fact no spectral can leave town, Mayview sounds like a powder keg. And it just to happens that we get Forge and a fresh new agent the very day the town becomes shut down.
I smell conflict.
And you know what else? I think Boss Leader wants this to happen. I think she could resolve this issue in the time it takes for her to wrap her head up but doesn't for mystery reasons.

I got the same thing from the wiki. The last panel was posted in the comments, but I had to check the wiki for the first one.

If I had to guess, I'd say the latter were human... maybe.
Perhaps the Cousinhood of Man can't officially enter Mayview without suffering blowback from the Consortium, so they're trying to force a conflict that will create a reason for them to be let in?
If they are spirits, they haven't done enough evil to understand the language the dogs speak.
