While "graduation" can mean many things, I highly doubt people are going to look at the title and think of markings on scientific measuring equipment. That said, this trope is definitely present in works that feature characters going through any other type of course or program, such as University/College, military/police/firefighter trainings, etc. and should be expanded accordingly. Name is fine.

There's no point in it being High School specific, since it'll apply to anything where you get grades and have to graduate. So my instinct is to expand it to any schooling.

Graduation for Everyone has just been launched, shouldn't be difficult to resolve.
The trope seems to be about how everyone graduates from an American-style high school. The idea that everyone who goes to university graduates is probably a trope as well, but this doesn't seem to be for examples of that. All it needs is a simple rename that explains what type of graduation it means.
