Okay, so here are some of the more famous "Class Rep" characters:
Hikari from Neon Genesis Evangelion (Probably the best example I can think of, there should be an array of pictures.)
The Fujibayashi twins from Clannad (We can probably find one for Kyou)
Ryoko Asakura from Haruhi Suzumiya (Pre-reveal anyway)
Kaname Chidori from Full Metal Panic, I seem to recall a scene where she instructs the class on the proper way to divide garbage into different categories for proper disposal. If we could find a good shot of that scene it might work.
I'd guess that those are the best prospects for finding a good image.
Maybe we could also try Percy Wesley or Hermione Granger for some non-anime images.
So lets exercise some image-search-fu and see what we can come up with.
Another good character to check is Iinchou from Seto No Hanayome. Being the Iinchou is pretty much her sole defining characteristic, she's never even given a name. (ok, until she goes nuts and starts running around yelling "YES! AMAZONESS!", but thats beside the point)
Trying to get the point of this trope across in a picture is pretty hard. [1]◊ [2]◊ [3]◊ the second one probably gets the point across.

This◊ was the first image to leap out at me. Looks like a class rep.
The first anime character represented was Hikari (no surprise).
This◊ was the best one I found of her. Maybe with a caption: "No listening to music in my classroom!" Or something similar.
This was the only other one that looked decent to me.
I also went digging through the Megatokyo archives to see if I could find a good shot of Ibara Junko in her Class Rep mode. Since it's a webcomic I figured it might have a better chance of depicting this kind of thing in a static picture. Haven't found one yet. Maybe I'll look some more tomorrow.

I'm under this impression that this is definitely a case where you should find another page image. I've been wrong before, but I can't be wrong all the time.
Class Rep: "She is smart, poised, caring, and she butts her nose in where no one wants it.
"The Class Representative is disturbed by how the lead or their friends don't participate in club activities or how their grades are slipping and never gets the hint that nobody cares about that stuff. Usually this character is female."
