I really don't get why so many people are focusing on the hat's wearer. What do the little details like her matter? She's such an insignificant aspect of the hat's bigger picture.

Okay: could anyone copy someone else's spell and use it herself and Marisa is the only one with a mind to do so, or is that ability uniquely hers? Can any kind of magic be shaped however the user wants, or is it only love-colored magic that's malleable enough to do that?
Satori also copies spells. As did Byakuren.
I think any spells can be copied as long as they aren't based on innate abilities. The Grimoire of Marisa even talks about which ones she can't copy.
It might only be magicians and the like that can copy spells though. Reimu's power comes from a different source so I don't think she could copy spells unless they were divine.

Marisa, everyone's favourite witch, and one of the two (or now three?) regular protagonists of the series, enjoys quite a colourful history. Aside from the fandom's proclivity to pair her off with nearly any other character, she's got a reputation as a thief and as one of the people around Gensokyo in possession of a giant laser attack. Beyond that though, she's also known as the possible ex-pupil of another character, the 'evil spirit' Mima. Despite being a main character of the series prior to Eo SD, Mima has seemingly vanished, with no trace to be found...
... Until you take a closer look at Marisa. Her most recent appearance sees her with her usual large white bow on her hat, but also a curious new addition: a golden star towards the left side of the front, a placement that coincides with the 'star' on Mima's hat. As well, recently she's been seen wearing short cloaks, complete with a bow tying it together. Considering that in the past she had been known to even use Mima's attack patterns, perhaps the theory of Mima being Marisa's teacher is true, but she wasn't training a pupil, she was training a replacement. After all, what else would be fitting for an evil spirit than conditioning a young girl to serve as a new body for her continued existence? It's Mima's presence within Marisa that compels the more questionable behaviour the witch is responsible for, biding her time as her influence and control slowly spreads through Marisa.
Marisa's slow shift towards duplicating Mima's appearance is the first warning sign. The longer the spirit remains within Marisa, the more control she gains. Fans clamour for Mima's return, unaware that the entire time she's been with them, hiding within her old student. When her time to return does come, it will mean quite a bad deal for Marisa, and possibly the rest of Gensokyo.
Hell yeah, DnD mechanics! I've been thinking that Marisa would make for an excellent character to roleplay in that system, if you can roll good enough physical stats to complement your intelligence. And if you can get your DM to give you a flying broom or something.

I guess Marisa is just one of the few people who actually bothers to copy other people's techniques. The others stick with doing what they do best rather than trying to imitate something that may not fit their natural powers.
Oh, yeah. I forgot that Alice does it too. Her Goliath Doll spell is reverse-engineered from Suika's Missing Purple Power spell, I think.
Since the spell tends to explode, its not quite ready yet but Alice does take spells and engineer them to be used with her dolls.
Taking in consideration Byakuren using Devil's Recitation and Patchy's library of magic books, many not written by her, I think its just a magician thing to borrow, steal, adapt others spells. Its the thing to do when your only ability is "can use magic."
