The impact it would have would be...interesting to see. I can't say much about its current situation however that hasn't been said before.

The police can confiscate anything you own if they say it's related to drug trafficking, even if there's no proof. One of the other sources covers the racial angle.
I know, that's not exactly culture. One place to start might be the whole "reefer madness" period in the 1930s. Look up Harry Anslinger and how he helped whip up anti-narcotic propaganda. Before then drugs like marijuana and heroin were legal.
Then contrast the attitudes towards dope and booze, illegal and legal. Alcohol causes more damage, economic, medical, and emotional, so why isn't it illegal too? Why did prohibitions on narcotics get started just as it became obvious that a prohibition on alcohol was a monumental failure? Why not regulate marijuana (and collect taxes on it) the way we regulate alcohol?
This is a stretch, but you can tie the hip-hop culture to the war on drugs. If you live in a ghetto and can't find a real job, you have to sell drugs to survive. The cops are persecuting you, the other dealers are after you, life is grim and usually short.
