And in hopes of making him repent, because he equates sending him to prison with death.

I get that Jamie is being as annoyingly dismissive of the lower classes as he possibly can be. I see he's got a plan but have no idea what that plan might be. Also, have we seen this guy before? because I'm wondering if the neck tattoo is supposed to be an identifying mark.
Only the curious have, if they live, a tale worth telling at all.I think that the whole point here is that Jamie is very bright but thinks in a very non-standard way. We're not supposed to be able to guess what his plan is; we just have to sit and watch it unfold.

I'm not sure what opportunity he's trying to create here, but if I had to make a bet right now, I'd say that he's trying to get any local drug labs to hastily relocate.
I kinda get the feeling that Tailsteak just got distracted by the idea of arcologies, and decided to expound on it with this arc. Which is pretty much how he works in general. This comic is pretty much all about the digressions.
