It seems very on-point to me. The proverb means that the scale of the problem changes the needed solution. He is telling them "Stop trying to feed and house them here in the middle of space. Get them to a planet or large space station."

That's a fine defense for just killing them. No sane jury would convict him over that (though he might not get a sane jury, we'll see). The problem is the eating them. That would probably be a separate charge than killing enemy combatants.
