I'm quite sure Agatha is clever enough to deal with a hat shop without violence. I do wonder though, if she will get a magnificent hat; and hope it will not be a match to Gil's, but something more flattering.

Shout-out, yes. Throwaway gag? I seriously doubt it. You don't put up a poster like that if it's not going to be some kind of plot point.
Someone asked where they got that image: They figured out what she looked like based on Gil's giant statues of her. They learned her coloring from the semi-hallucinations of the witnesses of the Sturmhalten Incident. The rest can be attributed to the City of Artists! They obviously had no trouble figuring out how to combine the details.

Somehow I'm more inclined to think that it's a shout-out. The Blonde Swan makes hats that are popular among the Steam Punk crowd and while I haven't been to any such events, the Foglios probably hit most of them and have developed a friendship with the proprietors. They like putting their friends in their comic just as other artists like putting them (and their Experiments in theirs, i.e. PS 238) in theirs. So I doubt that this poster will end up being a major element. It will, however, give Agatha an excuse to blow up with vast comic effects all around. I'm looking forward to Monday.
