Is part of Conservation of Ninjutsu that the enemies' weapons are hilariously ineffective at hurting the heroes even if they do connect, whereas the opposite is true when the heroes use them?

The thing is. This is still a army facing two ninjas, who are working together. Inverse Ninja law allows for a few ninjas.

Well, it looks like Doc was hit with bursts of laser fire rather than a continuous beam. Perhaps the mooks simply don't know how to utilise their weaponry effectively?

It's the same gun. Assuming it even has selective fire and Goose wasn't just pulling the trigger repeatedly, the shots aren't going to be noticeably weaker because he was firing it in full-auto mode.

I have absolutely no idea, then.

The only logical explanation is to blame Goose. He makes guns lame.

I'm going with Conservation of Ninjutsu. A weapon is more lethal in the hands of the lone combatant (or one of the few) than in those of the mooks.

These are clearly "Radical Rifles" which definitely work on Rule of Cool and not anything even approaching logic.

Doctors get Damage Resistance against lasers.

Yes, the birdosaur died in the alternate future. Doc did slay a birdosaur in the Prez's office but it was always just speculation that it was the birdosaur due to how anticlimactic it was.
