No, in the Chuunin Exam Arc, it was implied that the Byakugan develops with training. Hinata was surprised that Neji could see the individual chakra points. Hyuugas are all born with the potential to use the Byakugan, but it requires training to make use of its powers.

As seen on Hinata in a flashback, she had the Huugya white eyes even as a toddler.

IIRC it works that you can improve some of its abilities with training but you always have the ability to use it from birth instead of needing to awaken it like the Sharingan.

Honestly, it seems more like the standard Hyuga eye is mostly a genetic throwback to the original eye the Otsutsuki species had before Kaguya ate the Sacred Fruit and developed the Byakugan herself. Should be noted that neither Momoshiki nor Kinshiki showed off possession of the Byakugan themselves, even though they had the same blank eyes that the Otsutsuki Moon Clan and the Hyuga Clan have.

I still think Kaguya's motivation for becoming a villain is weaksauce.

Momoshiki uses the Byakugan to look at Kurama inside Naruto.

Well I'm more wondering at this point if their species could always use the Byakugan, or if it only arised once they ate the Fruit of the Shinju, cause if it's a latter that would mean their eyes just mutated into having special powers that were passed down to their descendants. The Sharingan itself doesn't count, since that technically developed from the Rinnegan, which itself developed from the Rinne Sharingan that Kaguya gained from eating the Fruit in the first place; the eye itself also seems to have originated from the Shinju itself, if we're to believe that it always had a giant eye inside of its flower.

I still get over that the origin of this world begins with aliens, or the fact that it retcons chakra into something very nonsensical.

I mean, the summoned creatures probably had chakra before Kaguya ever showed up, since Gamamaru was already around during Hagoromo's time, and senjutsu itself already seemed to be a thing.

You know, its kinda funny that of all the 90's Shonen out there, of all the ones that ended, Naruto is pretty much the closest to having God Like Power compared to his contemporaries.

For how stupid Kaguya is, it doesn't hurt the origins of chakra that much in my opinion. Considering that it's origins weren't even explained in part 1, just how it's made.

It could be worse, I guess.

Wasn't there able to be a succession of trees? Was it not just a huge concentration of chakra over time that coalesced into tree form?

Nope tree came from space and ate chakra to make fruit.

Then Kaguya who followed ate the fruit.

I don't know why the mangaka felt the need to explain the origin of chakra. The series was just fine when everyone assumed that it was just a natural part of the world.
