I think he did that with Cloud and Sand kages, made a long standing alliance. Mist and Stone kages just kinda...know him.
Considering they all fought together in a war and relations between the countries have become more open, it is possible he did at least get on friendly terms with them.
So, how does unifying the 5 great villages help the Hidden Rain, Grass, Waterfall, etc...?

Sakura's working to fix that, apparently.
Because it was fighting in between these superpowers and these smaller countries caught in the middle that was the problem.

Plus, we haven't seen much of Naruto's policy as Hokage so its a bit harsh to say he broke his promise.
Besides, as cruel as it may be, in their world it makes sense that they train them since childhood because they need to be as strong as they can be against strong opponents.Plus it seems becoming a ninja is a conscious choice.
And the academy and the Jonin instructors do their best to eliminate those who just won't cut it, saving their lives.
Plus, the mission ranking system is there to protect them.
Even in the Chunin exams, the proctors go out of their way to eliminate more than half of the candidates and make a strong point that if you continue on, the possibility of dying or being tortured is presented as real and therefore if they don't have to guts to ready for that they should turn back.
Sure I disagree on the idea of child soldiers on principle, but at least the system tries its damnedest to make sure they're ready.
