It's quite redundant to use both the "wasted plot" and "wasted character" to complain about the same issue. And saying a lack of a cameo counts as wasting a character is weird. It comes across as "they wasted a chance for Fanservice" which is not a trope, obviously enough. And speaking of non-existent tropes, "wasted unit" is not a thing either. Low Tier Letdown would be the equivalent, but nothing written here suggests those two fit: Jill's entry admits she is a good support, and Impulse's only complains about the moveset with no comment about how it affects its gameplay.
