* CompleteMonster: [[OnlyInItForTheMoney Sergeant Carl Stoddard]] is a DirtyCop within the Miami Police Department and second-in-command of the "Preferred Outcomes" force, which protects the criminals from justice and allows them to do whatever they want for the right price. Joining [[WellIntentionedExtremist Captain Julian Dawes]]'s corrupt organization out of greed, Stoddard [[TheHeavy does all the "heavy lifting"]], making deals with the criminals, killing the rivals and anyone else who could talk. At one point instigating a drug war to wipe out all his opponents, Stoddard helps Dawes in framing the one honest cop within their ranks, [[PlayerCharacter Detective Nicholas "Nick" Mendoza]], by killing the powerful drug lord Remy Neltz right before his eyes and tricking Nick in helping him kill them off, while Dawes put all the false evidence in Nick's apartment. Learning that Nick has escaped from prison bus, Stoddard put a large bounty on his head, while he himself helped to expand Dawes' corruption to Los Angeles.

* MagnificentBastard: [[DaChief Captain Julian Dawes]] leads a group of [[DirtyCop corrupt officers]] to cut deals with drug lords, wherein the latter groups are offered protection for agreeing for swearing a truce and ceasing violent conflict on the streets. When his attempts to corrupt [[PlayerCharacter Officer Nick Mendoza]] fail, Dawes manipulates Nick into giving him the evidence which would implicate Dawes and has Nick framed for corruption. Taking over Miami over the next three years with his organization the "Preferred Outcomes", Dawes begins expanding his operation to Los Angeles and becomes aware of the recently released Nick killing a number of his associates. Predicting Nick would try to steal his money, Dawes tricks them with a bomb rigged on his vault, badly injuring one of Nick's comrades and lures him to his remote island. [[WeCanRuleTogether Offering Nick a position in his organization]] when they confront each other, after Dawes is shot dead by Nick he leaves a letter revealing he knew Nick would kill him, that [[WellIntentionedExtremist he did what he truly believed was best for society]] and details the location of his money, offering Nick the chance to take up his position.

Working against the crooked Miami PD in one game versus a bunch of hardened mercenaries in another might have been better or they could have expanded the length of the campaign.]]
