Think about it. They got such a high calliber actor to portray this ultimately inconsequential villain, who ends the movie being absorbed into the Dark Dimension, and in his and Strange's own words, "becoming one with it" as a Mindless One. Scott Derrickson has said Dormammu has no physical form (thus why he adopts Strange's face, voice and mannerisms in the climax). So in the sequel, maybe he'll use Kacillius's body as a vessel, allowing Mads to return, playing a more important character. Bonus points: He'll also adopt his "fiery skull" design.
