As the other Meisters discuss the terrorists, an unusually upset Lockon remembers witnessing a terrorist attack as a child.
[[BeachEpisode Celestial Being relaxes on a boat]] while waiting for Wang's agents to find the terrorists. Sumeragi deploys the Meisters at different points around the globe so that once Wang finds the terrorists, they can eliminate them before the terrorists have time to retreat. Saji and Kinue talk about Celestial Being. Kinue tells Saji that she suspects that Celestial Being has a greater goal than eliminating war.
While Setsuna is on standby in the Scottish Highlands, terrorists attack a nearby city. Setsuna discovers a terrorist fleeing the scene of the crime and pursues him, but the police arrest him instead. Marina, who was visiting the city as part of her international tour, convinces the police to let her take custody of Setsuna, as he is from Azadistan.
Setsuna, who uses an alias, tells Marina that he is actually from Krugis, which was conquered by Azadistan. Marina is horrified at what her country did to Krugis. Marina explains Azadistan's unstable political situation to Setsuna and how she fears that Celestial Being will intervene. Marina considers Celestial Being to be dangerous fanatics, as she is a pacifist who believes that the interventions are killing too many people and ruining too many lives. Marina prefers diplomacy. Setsuna points out that diplomacy was not enough to prevent Azadistan from conquering Krugis. He reveals his true identity to Marina and leaves.
Meanwhile, the police capture the terrorist that Setsuna was pursuing and learn that he is a member of the La Edenra terrorist group. The power blocs intentionally leak all of their information on La Edenra to Celestial Being. The Gundam Meisters attack La Edenra's bases and defeat the terrorists with ease.
While on a plane to Finland, Marina remembers her conversation with Setusna. She assumes that he was lying about being with Celestial Being until the Exia pulls up next to the plane. Setsuna looks at Marina before flying away.
