The former is treated as being as bad as the latter, both to deter people from falling into lazy habits and [[DefiedTrope to nullify precisely this excuse]], since confidentiality procedures are taken VERY seriously and exist for a reason. (Leaving the information locked away and secretly informing someone how to break in and steal it is probably a better way to cover your ass.
