** Three possible options. First is that Xehanort knows, but doesn't care so long as he gets his goal in the end. Second, just because Xehanort has that ability doesn't mean he uses it every time he meets a person. Third is the possibility that he never got the chance to use it, if he never touches Luxu or Luxord in the first place then the power never gets used at all.

* At the end of ''Kingdom Hearts Union χ'' and also established in ''Dark Road'', Xehanort apparently has the [[GoodPowersBadPeople ironic]] ability to empathize with others that he touches, and to sense their memories and connections, even though we never appear to actually see this in action in the Dark Seeker Saga. So, if this is the case, how come he could never sense the true nature of Luxu/Xigbar, or Luxord, or any other of his supposed subordinates with their hidden agendas? Or even the Master of Masters during their brief encounter? By the end of ''Re Mind'' it's apparent that Xehanort, despite being supposedly a skilled manipulator up to this point, is himself the UnwittingPawn of a number of other schemers, all of whom he's met. You'd think with his empathic powers he'd be able to deduce this at some point.

** Closer to "planets" than "parallel universes", but I think the real answer is something like "metaphysical construct representing a story". The Master of Masters describes the universe being remade after the Keyblade War by saying "Nobody can erase the stories - the worlds - that live on in the hearts of children." If you think of it like this, the fact that they don't really make sense as independent physical places starts to fit together.
