People with guns and training around lots of civilians - imagine a bunch of mini-church massacres happening everywhere. Sure, those wouldn't be as spectacular as Harry kicking ass, but it would still do a crap-ton of damage.]]

** Small children, the elderly, and infirm would be the most at risk.
