A collective term for the myriad groups of mercenaries and vigilantes given legal authorization to fight crime under the City Security Act (known as the CSA) by the mayor of San Paro, a Conservative Unionist hardliner named Jane Derren. Although the authorization itself was a fairly recent act, there are hints that its formation is the result of [[GambitPileup events set in motion over a decade ago]].

A relatively new group of Enforcers formed by a group of kids from Prentiss, a heavily fortified, nice part of San Paro. Unlike the [[PrivateMilitaryContractors Praetorians]], they're largely composed of thrill-seekers and vigilante killers who happen to be on the Enforcers' side. In any other town, more than a few would be [[VillainProtagonist Villain Protagonists]], but this is [[WretchedHive San Paro]].

!!Praetorians
The premier Enforcer group, founded by a visionary billionaire named Justin Teng. It draws its members largely from the military, with recent defections from the San Paro Police Department due to the addition of Saul Linklater, a former SPPD tactical commander and now current Director of Operations Command for the Praetorians. While the new members have given the Praetorians a nice new public face of policing, there is tension between the ex-military and ex-police groups over how best to handle the city's crime.

Ostensibly formed for the good of San Paro, they are rumored to contain a Black Ops branch known as "Shadow Strike". Reporters who try to dig into that particular topic tend to end up at dead ends, literally and figuratively.

A true visionary, his "blue sky thinking" has proved capable enough to fill his offshore accounts with billions earned from consulting fees and stock market gains. With crime on the rise in San Paro, he's turned his attention to the private military sector, taking advantage of the CSA to showcase his vision for a new, more effective type of police.
*TheChessmaster: Teng volunteered his consulting services to the think-tank committee that came up with the CSA. Moreover, it may not be entirely unintentional that the rise of his Praetorians has coincided with a further weakening of the SPPD as experienced and well-trained officers leave to the PMC in search of better pay and less red tape.
*WellIntentionedExtremist: Although his true motives are unknown to even the Kasper Danko, the man he put in charge of his Praetorians, it is a stated possibility that he truly does intend to do good for the city, and is just willing to go further than others in defense of San Paro.

[[folder: Criminals]]
Just as the CSA led to the formation of Enforcer groups, so did it provide a rallying point for the city's criminal element. While there are still numerous conventional criminal gangs (in-lore) such as the Dead Hundreds, Blind Flies, Barbarians, and Rollers, among a dozen others, two groups have risen to prominence: the Blood Roses, led by a former big-time mobster named Michael Simeone, and the G-Kings, financed and led by self-made millionaire Arlon Benjamin. As with the enforcers, not everything is as straightforward as it seems. Especially when Luke Waskawi, the man who assassinated the previous mayor, is a familiar adviser to the leadership of both groups.

!!Blood Roses
The EvilCounterpart to the Prentiss Tigers, a band of rich-kid thrill killers and thrill seekers drawn from the Concession and Virginia Gardens in San Paro. Formed by Jeung-ho Yim and Charlotte Montague, ambitious fame-seekers from the Concession and Virginia Gardens, respectively, they quickly made a name for themselves through their style and their daring. All lieutenants take the surname "Bloodrose" as a nom de guerre. Nowadays, their visible leaders are Jeung and Charlotte Bloodrose, supported and financed by one Michael Simeone, formerly known as [[TheMafia Sal Murino]]. Of course, there's more to it than that.

One of the older gangs in San Paro, hailing from a poor neighborhood called Gresty, they began to come into their own as a force in the city following a turf war over the New Cross Skatepark 1996. Their victory over a rival gang, the Barbarians, gained them the attention of the Praetorians and other Enforcer groups, who had recently arrived in San Paro following the passage of the CSA. They probably would have faded into irrelevance had Grayson Fell, a corporate fixer with access to military-grade weaponry and sizable financial assets via Arlon Benjamin, not shown up. But he did, and now the G-Kings are preaching street-side revolution and unity against the Enforcers.
