His plan, however, is to gain the same powers as Mr. Freeze (which he does) and freeze first Gotham and ultimately the entire world to drive the entire human race to extinction, save for his tiny select group of followers.
** ComicBook/HarleyQuinn is in crime just for fun and for her strange love toward ComicBook/TheJoker; she even has her own episodes struggling for rehabilitation. Other versions in other media show a darker and more violent personality.
** Wesker the Ventriloquist is another example, of course his problem is his SplitPersonality of the violent evil Scarface (his Ventriloquist's dummy).
* ''WesternAnimation/BatmanBeyond'' has Richard Armacost, the Agrichem executive who planned the cerestone heist in the episode "[[Recap/BatmanBeyondS2E25BigTime Big Time]]". He was extremely patient and civil with Charlie when he didn't really have to be and had considerable people skills with which to keep Charlie from losing his temper.
* Ragdoll from ''WesternAnimation/TheBatman'' is this, being not much more than a cat burglar with a ''really'' unsettling ability to contort his shape. Like Catwoman he has no interest at all in harming people and he comes off as a rather friendly and fun-loving person. When the laughable Killer Moth shows up to join Team Penguin, Ragdoll is the one who actually urges the rest to give the kid a chance (albeit also mocking him in the process).
* A decent number of the villains in ''WesternAnimation/BewareTheBatman'' are this. Special mention goes to Professor Pyg and Mr. Toad who in this series seem to be {{Well Intentioned Extremist}}s claiming they want to protect the environment, they also show that they do care about one another and show a decent amount of respect for Batman as an adversary.



* Doctor Doom has always been this, but his version in ''WesternAnimation/FantasticFourTheAnimatedSeries'' is even better, having a polite conversation with the captive Sue Storm and sincerely apologizing for [[DamselInDistress kidnapping her]]. He even laments destroying New York because he [[HiddenDepths never got to see]] ''Theatre/{{Cats}}''.



* ''WesternAnimation/HarleyQuinn2019'' has several of the 'nicer' supervillains be of this kind.
** Ivy, despite being a snarky self-proclaimed misanthrope who hates 99.99% of humanity, is nice and supportive to people actually in her in-group, and will go through hell and high water for Harley.
** King Shark is a friendly, loyal and easy-going computer hacker. Also, a 2,700 pound SharkMan who can casually eat people's heads whole. His voice actor described him as "a great guy in everything but ethics".
** [[MinionWithAnFInEvil To the degree that he even counts as a 'villain']], Clayface is a thoroughly NiceGuy who seems to be into crime mostly for the excitement and the ability to take on method acting.
** Riddler and Calendar Man are helpful and supportive towards Harley during her time in prison despite tearing the place apart during their escape, [[spoiler:and the Riddler pays back Ivy by sticking Harley in a fake deathtrap so she'll realize the Joker doesn't care about her.]]
** Season 2 introduces Mister Freeze who's shown to dispatch his opponents with ruthless efficiency and is willing to perform medical experiments on humans for the sake of finding a cure for his wife. However, he's also a [[HappilyMarried loving and devoted husband]] to Nora and he's a surprisingly personable host as he [[NoMisterBondIExpectYouToDine treats Harley and her crew to a fancy dinner]] (though not without first freezing them to their chairs to [[ProperlyParanoid prevent them from trying anything]]). It's later revealed that he's also a PoliticallyCorrectVillain who [[spoiler:froze Harley as a means of placating the other members of the Injustice League who wanted her dead]].



* Of the many, many villains who appeared in ''WesternAnimation/JusticeLeague'', Ultra-Humanite probably fits this trope best. An EvilGenius who transplanted his incredible intellect into the body of an albino gorilla to [[GeniusBruiser gain the strength to match his smarts]], he's a WickedCultured individual whose crimes are largely attacks on institutions, not human beings. For instance, in the show's ChristmasEpisode, he chooses to attack a publicly-funded museum of modern art, disparaging the sculpture as he blows it up with a laser gun. He's still ''evil'', mind, as he's happy to cause millions of dollars' worth of property damage and eagerly joined Lex Luthor's Legion of Doom, but at the very least he's good-natured about it and doesn't go out of his way to hurt people. In the aforementioned Christmas episode, he attacks the museum on a day it's closed (suggesting that he deliberately wanted to avoid harming civilians) and even declares a truce with the Flash in the spirit of the season, offering to help him deliver a wanted toy to the hero's [[HeartwarmingOrphan orphan friends]] and modifying it so it tells the story of ''The Nutcracker'' in a soothing voice.



* ''WesternAnimation/TheSpectacularSpiderMan'': Most of Spider-Man's villains in this series are [[CardCarryingVillain Card-Carrying Villains]] who are happy to show the world just how dastardly they can be. That said, there is the exception of L. Thompson Lincoln, aka Tombstone, aka The Big Man. He's one of the biggest normal humans in the series, with unusual strength, reflexes, a form of albinism, and sharp teeth. That said, he's [[VillainWithGoodPublicity maintained a reputation for being a charitable, honest business tycoon]] that (for a while) has the [[IntrepidReporter reporters]] at the Bugle (minus Peter Parker) fooled. He's polite to Spider-Man, despite clearly disliking him, and even offered to pay him to "look the other way" (something Spidey can ''never'' allow himself to do [[DarkAndTroubledPast again]]). He's also willing to form an EnemyMine (however briefly) with Spidey if it's in his best interest. That said, he's a ruthless kingpin who's willing to kill off his employees if they cross him, and is one of the few [[BadassNormal Badass Normals]] to ''beat up Spider-Man''.



* ''WesternAnimation/TeenTitansGo'': almost all of the recurring villains are this. They regularly hang out with the heroes, and one of them, Jinx is best friends with Raven and Starfire. Rose is also friends with Raven. Although they're most like VitriolicBestBuds, because they beat each other up a lot too.



* ''WesternAnimation/YoungJustice2010'':
** Black Manta uses an assassination mission to teach his son a lesson about honesty.
** As is [[spoiler:the robotic duplicate of]] T.O. Morrow. In his debut episode, he takes the defeat of his creation Mister Twister [[GracefulLoser in stride]], and even jokes to his assistant Brom that it was a good idea he convinced Brom not to pilot it himself.
** Icicle Jr. sincerely congratulates Superboy on his engagement, even while trying to kill him.

* Several villains from ''WesternAnimation/JackieChanAdventures'' could be called this, but the one that sticks out the most has to be the Wind Demon. Of all the sealed demon sorcerers, he was the most relaxed, well spoken, and generally polite. Where the other demons who were released immediately set to begin their rampages, often while berating Shendu for not getting to them sooner, Shendu wasn't even present for the Wind Demon's release, who instead engaged in small talk with Shendu's thugs, and then joined them for lunch while happily eating his prison slop, and generally seemed to be the most approachable of the group. When reality was rewritten so that the demons ruled the Earth, all he seemed to be doing was lounging on his throne, watching masked wrestlers fight while his champion's fanboy fanned him and watched. While it was implied that the battles were to the death, it seemed remarkably mild given the rest of the world's condition.

By the time they're done, night had fallen and the monster had suddenly lost interest in destroying the city. The next morning, the monster resumes his rampage, and the girls begin their journey to confront him. However, they all run into inconveniences that held up their arrival, and the monster eventually stops his path of destruction again at night (even checking his watch as time passes). Finally, when the girls actually confront him and prove ineffective against him, the monster explains that the reason he was destroying the city and drawing the girls out to fight him is because he was taking up a tradition back at his home island.

When confronted by Korra about why he attempted to kidnap her and his reasons for what he's doing, he is very polite to her and compliments her and her ideology. [[spoiler: He may want complete societal collapse and he was just stalling Korra in the Spirit World to kidnap her, but Zaheer's still a complete gentleman.]] Of course, he still proves to be a very dangerous man, murdering [[spoiler: The Earth Queen, holding the amateur airbenders hostage, and nearly killing Korra by forcing poison into her body. After a few years in jail, however, he ends up being the one who brings Korra [[EnemyMine out of her funk]], since he clearly regrets the role he played in bringing Kuvira to power]].

[[VampireMonarch Marceline, the Vampire Queen]], who, despite possibly being evil, is so affable that she's one of the most popular characters on the show. She does use her mean side about as much as her nice side, but she's generally mean in a "bullying older sibling" kind of way.
** *** In one episode [[ChronicHeroSyndrome Finn]] becomes [[Really700YearsOld Marceline's]] slave to help out her old slave, and she makes him do a number of scary things (which all turn out to have good reasons). Such evil things include raising an army of the dead (so that they can go to a party), and slaying a cute living plant (which turns out to be a man-eating monster). They become friends afterwards.



*** Though averted in the Official Adventure Time Encyclopaedia, which is written in-universe by Hunson, and written in real-life by his actor Martin Olsen. Every character profile (except for Marceline) is him talking about how disgusting and beneath him they all are and that they won't be spared when he conquers Ooo.
