Yes, Jill is now third tier, meaning every member of the Greil Mercenary group is third tier, and ready to kick some ass! Jill made this levels hole traps far less dangerous, her being able to fly over the holes safely allowed the other party members safe passage as they crossed the bridge.
Chapter 11-3 - Just Cause: Finished.
Party: The group stuck together so that they could cross more efficiently, Jill being the most important team member when it came to that. Jill and Mordecai were the more direct attackers, rushing the enemies as they made their way across the bridge in chunks, dealing with each group of foes before advancing, while Soren and Ike provided ranged cover with magic and Ragnell, and Mist assisting in direct combat and healing whenever it was necessary. As they pushed through, they were faced with some tough opposition, the enemies now up to snuff and able to pose a threat to the team. Mist kept them healthy, and Mordecai dealt with the mages who attacked him thanks to Quickclaw activating quite often (about 5 times in the chapter, each time either outright killing his assailant or leaving them with only two or three health). Once the bridge was crossed, they separated, fanning out to take out the enemies in the main encampment, and then Mist healed everyone while Jill fought the boss, and Ike seized once she was finished.
Goran: Fought with Jill, she attacked first and took him out instantly with Stun.
