For someone who's presumably an (African-?)American with theological training, his philosophy sounds suspiciously like something an anime villain like Aizen would say. But this is a minor nitpick, and it's worth noting that most Jojo villains don't talk philosophically at all (this isn't Naruto or Bleach).

It looks like the bullet wound actually hurt her. Either the guard is a Speedwagon Foundation agent trying to fake Jolyne's death, or Jolyne is very badly hurt indeed.

Weather Report creating frogs is a bit of a stretch, but if it can make spacesuits out of clouds, frogs aren't much crazier.

That explains the frogs. I'm not sure if this is a true fact, a preexisting urban legend, or Araki just making stuff up.
