Those of you keeping score at home will remember that our hero, Agnol, just came out of Goodsprings, having slaughtered pretty much everyone there. He continues on his journey/rampage by heading to NCRCF, a prison taken over by the prisoners, who are now calling themselves Powder Gangers. How original. True to RPG fashion, the leader of the Powder Gangers, Eddie, sends Agnol out to do his dirty work for him, requiring our hero to prove his worth by running errands of varying degrees of triviality. You know, go kill this guy for me, etc. The usual. Agnol agrees to these tasks, partly because he wants to get to meet Zordon, put mostly because it involves killing, and Agnol is all about the killing.
A few brief murder-fests later, Eddie has one last assignment for Agnol: Head to Primm and find out what the NCR is planning to do about the Powder Ganger situation. Conveniently, Agnol was about to head off to Primm anyway. So off he goes.
