Just so we're clear, how much control does Beast Boy have over his beast form? Because, in some versions, including the rerelease, the author states that it's a form Beast Boy has no control over.

In the video I watched, it said the following.

"They lucky The Beast wouldn't kill because BB won't kill, or they'd look even worse than this! Terra didn't know what to say or even think. But the Beast was not willing to go after her, as it only ever attacked villains or bad people."

As far as I know, it's similar to how it was in the show; completely out of Beast Boy's control, but with a semblance of Beast Boy's personality (To quote the "Awesome" section of Teen Titans, "Because even when he's going crazy and out of control and is doubted by his team, Beast Boy remains a hero who WILL NOT let someone get away with attacking his friends.")

Not to mention that Count Logan is ungrateful that Terra's no longer a statue and clearly cared more about her feelings for him than her life.

That's true. In "Things Change," it's somewhat ambiguous as to whether the schoolgirl really is Terra. But here, she clearly is, but Beast Boy doesn't care about that as much as the fact that she's not with him.
