An SCP is a universal anomaly that acts in a certain arbitrary manner: the only canon in SCP Foundation is that any logical presumption is not universal. The Foundation is a memetic entity with the desire to create an internally consistent universe, nearly always refusing to use SCP objects for non-SCP-related benefit. That's why it's so ruthless or even reckless with human life. It's not "protecting" humanity, or even itself, because it's a universal self-maintenance mechanism, a sort of governance for the multiverse, easily capable of Donnie-Darko-style attracting people to itself to maintain the cosmic hierarchy.

His TouchOfDeath is a mutated form of the parasite and a key element in the creation of SCP-049-2. Fortunately because of his unique anatomy he can't become a TyphoidMary...though in this 'verse you never know.

Maybe the actual heart of the Broken God is a more refined and benign mesh of clockworks. Though it hasn't been connected to the Broken God mythos, this could simply mean the SCP Foundation hasn't put two and two together...or they have and want to make sure the Church of the Broken God isn't motivated to try and steal 914.

Both of their creators wanted people to keep an eye on them [[AttentionWhore to show off their creation]], but while 650's creator was content with trolling people not looking by the SCP [[JumpScare by spooking them]], 173's creator is a sociopath who had the sculpture want to snap necks [[DisproportionateRetribution if people stop paying attention]].

This is how an apparently blind being instinctively knows who looked at it and where as by stealing its soul, you're effectively part of 096's being. The reason for its apparent lack of sentience is because when more than one person sees its face [[SoulFragment its soul gets spread across multiple sources]] and this has happened long enough to burn out its higher brain functions. As for how the Shy Guy became like this? Who knows. Maybe it made a DealWithTheDevil for immortality, which is why it's an InvincibleBoogeymen, [[JackassGenie and its loose soul was the thing that ruined it]].

Not once did they apparently consider trying to send it home, or even seeing if it could be at least convinced o NOT try and murder everybody while in containment in exchange for more comfort.
