Hexxus acts the way he does because he was once human, and his supposed evilness stems from his eccentric personality; and he simply loves his job. He is now a force of nature, keeping balance in the world, fated to be released from his tree prison every generation by humans chosen by destiny to quell Fern Gully's rampant growth.

He got a summer job working to clear some forest for a Shinra project and the rest is history. After everything that happened, Zack was traumatized by the whole experience and decided to leave town. Shinra forced him to change his awful hairstyle when he enlisted. Also, the mech used to cut down the trees totally looks like something Shinra would make. Oh, and Hexxus is a piece of Jenova, or something.

And in Hexxus' OneWingedAngel form he even looks skeletal, like the Lich. Both are pre-time abominations who landed in different universes, but go about bringing discord in different ways.
