A younger age than most people perceive him as coupled with what sounds like a pretty messed up self raising("I didn't learn to tie my shoes until I was twelve! Can you imagine how that feels? No one taught me!") could explain why he acts so childishly-I know plenty of people even at ages like 28 who act like that, not to mention someone still genuinely in their teens.
