1* AllStarCast: This game's cast is a who's who of both 80's cult favorites and contemporary character actors: The late, great Creator/RayLiotta, Creator/WilliamFichtner, Creator/PhilipMichaelThomas, Creator/TomSizemore, Creator/LuisGuzman, Creator/RobertDavi, Creator/BurtReynolds, Danny Dyer, Creator/GaryBusey, Creator/DannyTrejo, Creator/DennisHopper, Creator/LeeMajors, Creator/FairuzaBalk, Creator/KevinMcKidd, [[Music/BlondieBand Debbie Harry]], and Creator/JennaJameson! Reportedly the bulk of the game's budget went to the voice cast, and that list shows.
2* CastTheExpert: Candy Suxxx is played by former porn actress Jenna Jameson.
3* ColbertBump: This game is likely responsible for the millennial generation's interest in 1980's music and aesthetic to the point that [[PopularityPolynomial it became trendy again]] in TheNewTens.
4* DuelingWorks: It came out the same year as Take-Two's own ''VideoGame/MafiaTheCityOfLostHeaven'', which also has an Italian-American mafioso as protagonist and an open world (the PC port of ''Vice City'' came out in 2003). Both received very positive reviews, but while ''Mafia'' has better graphics, ''Vice City'' vastly outsold it worldwide. It didn't help that ''Mafia'' received [[PortingDisaster some terrible ports]] to consoles a few years later.
5* DummiedOut:
6** The airport's ATC tower exists as a low LOD model that only can be seen from the first island. It disappears upon entry to the second island, when its buildings are fully loaded and properly rendered.
7** A pair of Yakuza-looking underlings that populate Tommy's business for the Japanese PC version. In the US or International PC version released earlier, it was available as a duplicate inside of the gta3.img archives, and can be used, provided the user knows what to do.
8** The text files contains strings for missions not made out to the final game, and contains references to unused character Mr. Moffat and Mr. Black, the latter, not named in the finished game, supposed to be Leo Teal's (the cook Tommy killed earlier that has connections to Vice City underworld) contact for the payphone assassination missions.
9* FakeNationality: While Creator/DannyTrejo and Creator/LuisGuzman both voice Hispanic characters, their actual nationalities don't match their respective characters. Trejo, who is Mexican-American, portrays Cuban gang leader Umberto Robina, while Guzmán, who is Puerto Rican, portrays Colombian drug lord Ricardo Diaz.
10* HostilityOnTheSet: Director Navid Khonsari recalled that Creator/RayLiotta frequently complaining on set and found him difficult to work with as a result. "In some sessions he was...into it, but then sometimes...he was very dark and couldn't work", said Sam Houser.
11** Liotta wasn't the only belligerent actor that they had to deal with. Creator/BurtReynolds was described to be very hostile to deal with during the recording, the crew had such a hard time with Reynolds that [[spoiler:in ''VideoGame/GrandTheftAutoLibertyCityStories'', Reynolds' character Avery is brought back in a silent cameo where they DroppedABridgeOnHim by immediately getting killed by Toni. They also give his character a HumiliationConga on the way out by having his body cannibalized by Donald Love who, while examining Avery, discovers he wore a wig]].

13** Creator/RayLiotta has stated that he did the game purely for the money. Thankfully, he earned his paycheck. Although Tommy was meant to have a (voice only) cameo in ''VideoGame/GrandTheftAutoSanAndreas'', since Liotta was under the impression he was underpaid, he refused to return.
14** Jenna Jameson, the former adult actress who played the role of Candy Suxx, took the role as "it was an easy gig" for her [[https://www.wired.com/2012/03/ray-liotta-vice-city/ whilst she was in New York]] for Creator/HowardStern's radio show.
15* NonSingingVoice: Jezz Torrent is played by Creator/KevinMcKidd, but the vocals on the Love Fist tracks we hear are by Paul Mackie.
16* NoPortForYou: This and ''VideoGame/GrandTheftAutoIII'' were originally [[http://www.gamecubicle.com/news-nintendo_gamecube_grand_theft_auto.htm going to be released]] for the Platform/NintendoGameCube, but were quietly scrapped for unknown reasons. It was likely due to the [=GameCube=] not selling as well as its competitors, along with the system's third-party support being rather lackluster. Not to mention Rockstar likely still harbored some animosity towards Nintendo due to the ExecutiveMeddling they'd done with VideoGame/BodyHarvest. With these factors in mind, porting both games over to it wouldn't have been a worthwhile effort.
17* OrphanedReference: The interior set for Ken Rosenberg's office does not match the exterior of the Hotel Harrison; as the beta proves, his office was supposed to be elsewhere. In addition, while the fact that his office is inside a hotel is perhaps a good fit for a 'shady, unlucky lawyer' character, it is a bit of an oddity that becomes better explained when you know it was a relatively last-minute change.
18* TheOtherDarrin: Phil Cassidy and Donald Love are voiced by Gary Busey and an unidentified actor, replacing Hunter Platin (who still [[YouSoundFamiliar voices the Psycho]]) and Kyle [=MacLachan=], respectively.
19* PromotedFanboy: Played with former adult actress Jenna Jameson, as she wanted to appear in a ''Grand Theft Auto'' game due to her boyfriend being a huge ''Grand Theft Auto'' fan.
20* ScrewedByTheLawyers:
21** "Running with the Night" by Music/LionelRichie is only in the original 1.40 [=PS2=] game, it was cut from versions after that.
22** Briefly, [[http://www.destructoid.com/gta-vice-city-pulled-digitally-from-steam-other-outlets-238752.phtml the game was pulled from Steam]] and other outlets, as apparently ''Wanna Be Starting Something'' is, all of a sudden, starting something. Everything was worked out and the game's back on Steam, song intact.
23** In the Platform/Playstation3 re-release, both Music/MichaelJackson songs got removed from the soundtrack. When starting a new game, the player will now hear "Self Control" by Music/LauraBranigan instead of "Billie Jean" when they enter a vehicle for the first time.
24** For the 10th anniversary release, in addition to the Music/MichaelJackson songs, five other songs were cut. Those songs are "Wow" by Music/KateBush, "Bark at the Moon" by Music/OzzyOsbourne, "Rockit" by Music/HerbieHancock, "Looking for the Perfect Beat" by Afrika Bambaataa and the Soulsonic Force & "The Smurf" by Music/TyroneBrunson.
25* UrbanLegendOfZelda: There is a persistent rumor that the reason pastor Richards is essentially an AdvertisedExtra is because he was originally meant to play a larger role in the story, but he was DemotedToExtra after the voice actor passed away during production. This is not true, as [[https://www.imdb.com/name/nm0337767/ his voice actor]] is still alive and active to this day. There is also the fact that pastor Richards makes multiple appearances on the in-game radio stations, something which - if he ''was'' intended to play a part in the story - presumably would have been recorded ''after'' his story mode dialogue. The simple truth of the matter is that he ''was'' originally intended to appear during story mode, but was to simply Demoted To Extra early on as the script developed into its final form (see WhatCouldHaveBeen below).

27** One unused phone conversation has Avery Carrington sending Tommy on a mission to the "Gator Keys". This hints that a Florida Keys stand-in was planned and may have even seen some development, but was ultimately scrapped. Became HilariousInHindsight when ''Videogame/ScarfaceTheWorldIsYours'' has you purchase a seaplane to advance the plot by traveling to Florida Keys.
28** Mercedes and Tommy have several conversations on the phone.
29** Pastor Richards was supposed to have a larger role in the game, hence his brief appearance in Cortez's party.
30** Donald Love was supposed to have a much bigger role in the game.
31** The game was initially intended to be an ExpansionPack for ''Grand Theft Auto III'', adding new weapons, cars, missions and locales to the Windows version of ''GTA III'', but was made as a standalone game that acts as a distant prequel as the amount of new content is immense and at the time, the ''Platform/Playstation2'' user base was still very high.
32** The Infernus was meant to have a rectangular light that was changed to circular ones in the final game.
33** Files found in the Definitive Edition version of the game revealed that [[spoiler:Lance Vance wasn't originally going to betray Tommy during the final mission of the game.]]

35** According to Dan Houser in an IGN interview, Sonny and Tommy were friends since childhood. In the same interview, Houser explained that Tommy never told anyone that Sonny was the one who sent him to kill the key mobster, and by extension his henchmen, because he believed in a mafia code and sense of honor amongst thieves.
36** Yes, that was Vic Vance, Lance's older brother and protagonist of ''VideoGame/GrandTheftAutoViceCityStories'' that got gunned down in the opening cut scene. Vic's Caribbean accent would be retconned in the prequel.
37** Rockstar, in an interview with gaming magazine [=PSM2=], stated that they didn't give Tommy the ability to swim because [[https://youtu.be/fqeErGMoHII?si=ZHVu1lFEn8D_vGDF&t=331 it would take a long time to program and swimming missions wouldn't look cool for a gangster like Tommy.]]
