Penguin's new rule over Gotham is challenged by the restored Red Hood Gang.

----
* BigDamnKiss: Bruce and Selina share one after Bruce confesses his feelings to her.
* TheBusCameBack: Zsasz returns for the first time since season 2.
* CallBack:
** Barnes and Harvey discuss how the Red Hood Gang was previously all killed.
** Bruce and Alfred thank Penguin for [[Recap/GothamS2E20Unleashed saving them from Galavan]].
** Leslie and Lucius both bring up Nygma's previous crimes.
** Nygma's analysis of the Red Hood massacre scene reminds the audience he had been a forensic scientist, and a very good one.
* FalseFlagOperation: Butch rebuilds the Red Hoods so that he can kill them all, thus regaining Penguin's favor.
* {{Foreshadowing}}: Bruce deduces that Gordon is seeing another woman, not Lee. When Jim asks how does he know, Bruce responds that he saw lipstick on a coffee mug in his apartment. Jim tells him, "You're becoming quite the detective."
* KickTheDog: This is essentially what the Red Hood Gang does throughout the episode, from destroying Penguin's statue of his mother to setting the schoolchildren's new bus (given to them by Penguin himself) on fire.
* LoveTriangle: One appears to form between Butch, Barbara, and Tabitha, especially since Tabitha went to rescue Butch. One should warn her about what happens when one chooses somebody else over Barbara...
* MassOhCrap: The entire GCPD turns silent when Nygma enters the precinct.
* MythologyGag: Gordon notes that Bruce is becoming quite the detective. In the comics, "World's Greatest Detective" is Batman's most well known title.
* OutGambitted: Nygma realizes what Butch is up to, and tricks him into thinking that he actually wants to assassinate Penguin, forcing Butch to carry it out. But it turns out he gave Butch a gun full of blanks, thus making Butch look like a traitor, solidifying Nygma's place as Penguin's right hand, and making Penguin look like a hero again for taking Butch down.
* PetTheDog: The episode opens with the newly-elected Mayor Cobblepot partaking in a series of charitable acts, such as feeding the poor at a soup kitchen and giving a brand new school bus to Gotham's schoolchildren.
* PokeThePoodle: Or "kitten" in this case; Ivy, as a 20+ year old, attends Penguin's celebration and taunts Selina for stealing a few wallets. When Selina asks who she is, Ivy replies, "Not yet."
* RelationshipUpgrade: Appears to finally happen with Bruce and Selina.
** Also with Nygma and Penguin after their development in Season 2, at least on Oswald's part.
* SlapSlapKiss: Selina is not impressed by Bruce's love confession claiming he only has feelings for her because she's the only girl he knows. When Bruce insists she must feel something ...
--> '''Selina:''' Rule one: don't ever tell me what I have to do. [Plants a BigDamnKiss on Bruce]
--> '''Bruce:''' So you do have feelings for me? I'm confused.
--> '''Selina:''' Good. [Walks away with smirk on her face].
* SpottingTheThread: Nygma was already somewhat suspicious, but it was identifying the way the Red Hoods were standing when they were massacred (as if they had no reason to be afraid of Butch) that caused him to investigate further and confirm the connection between them.
* TheStarscream: Nygma convinces Butch that he's tired of playing second banana to Penguin, and that he wants Butch to kill him so that the two of them can take Gotham for themselves. As it turns out, [[SubvertedTrope it was all a lie]] in order to [[BatmanGambit make Butch look like a traitor in front of Penguin and the public]].
* TemptingFate: Penguin does this during a speech right before the title sequence. As soon as he promises that Gotham would be safe from here on out, the Red Hoods strike.
-->'''Penguin''': As promised, I have rid Gotham of its villainous monsters. With my mother as my witness, I vow to you from this day forward, every man, woman, and child in our great city will be safe!
* ThrowTheDogABone: Lampshaded when Nygma appears in the GCPD as the Mayor's liaison in the Red Hood investigation and pulls rank on Barnes, who's ''despised'' him ever since he had killed a cop and framed Gordon for it. Barnes proceeds to get in the last word with an eight-word comeback.
-->'''Barnes''': You're a cop killer who should be in the loony bin. I'll be damned--\
'''Nygma''': You'll be ''fired''.\
'''Barnes''': The mayor can't fire me.\
'''Nygma''': No, but he can appoint a police commissioner who will. So, you will carry out the mayor's orders without question or the GCPD has a new captain--how does that sound?\
'''Barnes''': Every dog has his day, Nygma. ''Enjoy yours.''
* ThrowingOffTheDisability: At the end of the episode, Barnes realizes he's walking around without his cane. Apparently, Alice's blood has healed him. He even gives out a BigYes, though it sounds ominously more like DrunkOnTheDarkSide.
* {{Troll}}: Used in a non-humorous way when Lucius comments that he ''could'' have applied a contact poison to lab equipment he knew Nygma would touch. Edward snarks back unfazed about how he would have used a different poison, but does pause before he uses a microscope.
* YouHaveOutlivedYourUsefulness: Once their cover is blown, Butch quickly guns down everyone in the Red Hood Gang before Penguin can catch them, in order to hide the fact that he was the one who hired them in the first place. He even implies that he was planning to get rid of them anyway.
