When Fagin comes up with the idea of selling the kitten Oliver back to his owner, young Jenny, to pay back his debt, Sykes uses the opportunity to instead [[WouldHurtAChild kidnap Jenny]] and hold her hostage to extort her parents, threatening to have the girl EatenAlive by his ravenous Dobermans. When Fagin and his dogs try to save the girl, Sykes attempts to kill Jenny's would-be rescuers and retrieve her to either finish ransoming, or kill as well.

McLeach]], despite knowing full well the animals he hunts are sapient, delights himself in "[[EvilPoacher tearing off their hides]]". While searching for the rare eagle Marahute, [=McLeach=] kidnaps the young Cody and forces his compliance by trapping him in an animal cage and recklessly tossing [[PsychoKnifeNut knives]] at him. Gloating to have previously captured and killed Marahute's mate, [=McLeach=] aims to destroy its eggs to increase the potential value. [=McLeach=] then entertains himself whilst [[WouldHurtAChild disposing of Cody]] by [[FedToTheBeast lowering him into the crocodile-filled water]], and when his fun is cut short, [=McLeach=] tries to shoot the rope suspending Cody.

First [[EvilUncle tricking the young Simba]] and his friend Nala into entering the Elephant Graveyard to be killed by his hyena henchmen, Scar next orchestrates a wildebeest stampede and tosses Mufasa to his death after he attempts to rescue his son. Blaming a grief-stricken Simba for his father's murder, Scar forces him into exile before commanding the hyenas to finish him off. Upon [[TyrantTakesTheHelm taking control]], Scar's [[TheCaligula incompetence as king]] leads to a famine, with Scar uncaring that he is sentencing everyone to death, even striking Mufasa's widow Sarabi unconscious when she criticizes his rule. Upon Simba's return, Scar takes advantage of Simba's lingering guilt over his father's death to attempt to execute him publicly, pausing only to mockingly reveal his role in Mufasa's death. Later, to save his own life, he attempts to foist the blame on his hyena henchmen before attempting to kill Simba, even after the latter spares his life.
39* ''WesternAnimation/{{Pocahontas}}'': [[HistoricalVillainUpgrade Governor John Ratcliffe]] is the [[EvilColonialist cruel]], greedy [[AntagonisticGovernor leader]] of the English settlers. Believing that the native Powhatan are [[{{Greed}} hiding gold from him]], [[PoliticallyIncorrectVillain Ratcliffe]] orders that anyone who even looks at a native without shooting them will be hanged. He later tries to lead his men into battle, planning to slaughter the whole community, even trying to shoot the Powhatan Chief despite both sides now wanting peace. After he is thwarted, Ratcliffe returns in [[WesternAnimation/PocahontasIIJourneyToANewWorld the sequel]], obsessed with revenge. He attempts to kill John Smith and manipulates the King and Queen, planning to kickstart a bloody war solely to have vengeance on the Powhatan. Ratcliffe even has a bear tortured in front of Pocahontas so she could get riled up, and stand against the king, leading to her arrest with threat of execution.
40* ''WesternAnimation/{{The Hunchback of Notre Dame|Disney}}'': [[Characters/TheHunchbackOfNotreDameDisneyJudgeClaudeFrollo Judge Claude Frollo]], the [[KnightTemplar fanatical]] Minister of Justice, is a deeply prejudiced and hypocritical official who seeks to [[FinalSolution totally exterminate the gypsies]] scattered around Paris. Frollo [[EstablishingCharacterMoment introduces himself]] by murdering a fleeing mother and nearly drowning her infant child for the crime of being deformed. With the archdeacon's intervention instilling the fear of divine retribution in him, Frollo dubbed the child Quasimodo and raised him in isolation under emotional abuse. [[VillainousCrush Deeply enraptured]] with the gypsy Esmeralda, Frollo resolves to make Esmeralda his or watch her burn, offering "choose me or the fire" when she's tied to the stake. Frollo has gigantic sections of Paris burned in his further attempt to find the gypsies, orders a family torched alive in their own house, and even tries to murder Quasimodo himself in the end after having seemingly murdered Esmeralda, forsaking all piety to reveal the monster he's always been within.
41* ''WesternAnimation/{{Mulan}}'': [[TheDreaded Shan Yu]] views the Emperor of China having built TheGreatWall as both an insult and a challenge. As a violent BloodKnight, Shan Yu leads his [[TheHorde horde of Huns]] to invade, relishing when China knows he's there. After capturing two Imperial spies, Shan Yu releases them with a message for the Emperor -- but has one of his archers kill one anyways as you only need one man to deliver a message. Shan Yu later ambushes the armies of General Li at a village, resulting in a mass slaughter, not only of the soldiers, but every civilian as well, with no children spared either. Even after his army's downfall, Shan Yu attacks the Imperial Palace with his remaining men and takes the Emperor hostage, furiously trying to kill him when he refuses to [[KneelBeforeZod kneel to Shan Yu]].
42* ''WesternAnimation/AtlantisTheLostEmpire'': [[OnlyInItForTheMoney Commander Lyle Tiberius Rourke]] is a tomb-robbing mercenary -- or, as he insists, "[[InsistentTerminology adventure capitalist]]" -- solely in the Atlantis operation for profit. The leader of the expedition sent to find Atlantis, Rourke maintains a gruff, militaristic indifference to the lives of those lost to the Leviathan and upon seeing the Heart of Atlantis, plans to confiscate it and sell it for double the money he'd receive. Knowing full well this will kill every Atlantean, when he's confronted on this Rourke threatens to shoot Princess Kida and shortly thereafter murders her father, never dropping his [[FauxAffablyEvil friendly façade]]. Rourke was concerned for [[ItsAllAboutMe little else but himself]] and the potential profit he could reap from Atlantis, to the point where he tosses [[TheDragon Helga]] off a blimp to her death for a minor benefit to his escape, and was greedy enough in the end to make his entire party turn against him.
43* ''WesternAnimation/TreasurePlanet'': [[MoreDespicableMinion Scroop]] is the [[AxCrazy most bloodthirsty]] member of John Silver's mutineers. Completely lacking in his boss's standards and redeeming qualities, Scroop [[EstablishingCharacterMoment introduces himself]] nearly killing fifteen-year-old cabin boy Jim Hawkins for [[DisproportionateRetribution mouthing off to him]]. When first mate Mr. Arrow reins Scroop in, Scroop pays him back later by sadistically cutting the lifeline keeping Arrow from [[CruelAndUnusualDeath falling into a black hole]], then pins the blame on Jim just to hurt him even more. Scroop constantly seeks to undermine Silver's authority over him so he can kill off the crew of the ''R.L.S. Legacy'', and meets his end attempting to doom Jim to a slow death in the vacuum of the Etherium: "''Do'' say hello to Mr. Arrow!"
44* ''WesternAnimation/ThePrincessAndTheFrog'': [[WitchDoctor Dr. Facilier]], the Shadow Man, is a "[[FauxAffablyEvil very charismatic]]" conman and voodoo sorcerer who employs his demonic "[[EldritchAbomination Friends on the Other Side]]" for his own ambitious ends. Facilier [[ManipulativeBastard tricks]] Prince Naveen into giving him his blood, cursing the prince [[BewitchedAmphibians into the form of a frog]], while roping his greedy valet Lawrence into posing as the prince to marry into the inheritance of New Orleans's wealthiest sugar baron Eli "Big Daddy" [=LeBouff=], ensuring Facilier can murder [=LeBouff=] and Naveen after to secure the fortune for his own. Plunged deep into debt to his "Friends" with his soul at stake, Facilier sinks to his lowest when he offers up the souls of New Orleans's citizens to his demonic "Friends" to glut themselves on, and even cold-bloodedly kills Ray the firefly when he poses an obstacle to his plans. Defined by his thirst for power, even Facilier's elastic, unmistakable charm can't disguise the monster he truly is underneath his conman facade.
45* ''WesternAnimation/{{Wish|2023}}'': [[SorcerousOverlord King Magnifico]], the [[{{Narcissist}} egotistical]] ruler of Rosas, [[BitchInSheepsClothing starts off]] as a universally beloved ruler who has the power to make the wishes of his subjects come true. In reality, Magnifico abuses this power for his own satisfaction, leaving the vast majority of these wishes unfulfilled as he exploits the people's love for him to stay in power. When Asha calls him out on this, Magnifico [[KickTheDog spites her]] in a public ceremony by making it appear as though he'll grant the wish of her grandfather -- who has waited almost a century for his wish to come true -- only to double around and grant someone else's wish instead. Magnifico goes from hoarding wishes to outright stealing them, absorbing them from innocent citizens who are left in despair and agony as Magnifico essentially steals a part of their souls. Growing increasingly unhinged the more he's challenged, Magnifico brainwashes one of Asha's teenage allies by [[JackassGenie turning his own wish against him]], blasts his own wife for rebelling against him, and tortures Asha in front of the whole kingdom. Finally, using Star as a LivingBattery, Magnifico decides to magically plunge all of Rosas into eternal, [[HopeCrusher soul-crushing despair]], reasoning that if he can't win the love of his citizens, then he'll just grind them all beneath his heel instead.

50** [[EvilCounterpart Mozenrath]] is the [[ArchEnemy most personal]], recurring foe that Aladdin has faced. A youthful [[EvilSorcerer sorcerer]] who betrayed, zombified, and enslaved his own master, Mozenrath enacts a variety of schemes to destroy Agrabah and bind Genie to his will. Attempting to unleash the Wind Jackal to annihilate Agrabah and threatening to do the same to every other kingdom of the world if they don't kowtow to him, Mozenrath later dominates the entire race of Sprites, turning them into a force of slaves that he works to near-death before trying to wipe them all out when they rebel. Mozenrath also traps a large portion of the Sultan's palace in an alternate plane of existence to be damned while he swoops in for control, and in another plot manipulated Genie and his girlfriend with dirty tricks so as to turn them into [[LivingBattery living batteries]]. In his final bout of villainy, Mozenrath horribly tries to [[GrandTheftMe bodyjack Aladdin]] and leave the boy hero trapped in either his own dying body, or inside Mozenrath's mind while he conquers the world.
51** [[CatsAreMean Mirage]] is [[CardCarryingVillain evil incarnate]], devoted only to proliferating misery and destroying all that is good. [[EstablishingCharacterMoment As an early testament to her evil]], Mirage orders a village and its population incinerated in her debut just because of the crops they grow for the surrounding land. Mirage's plots range from the grandiose to the sadistically [[EvilIsPetty petty]], everything from attempting to have all of Agrabah destroyed and brewing up civil wars for fun, to trying to destroy Aladdin and Jasmine's love for each other by slowly transforming Jasmine into a snake. Mirage even tempts [[WouldHurtAChild children]] into her clutches, promising them immortality in exchange for becoming the monstrous El-Katib, a process she neglects to mention entails their eternal servitude in a dark void with release only ever three years. Mirage has no issue abandoning the El-Katib to die, coldly leaving them all to perish in the sunlight when one of them finally defies her.
52* ''VideoGame/TreasurePlanetBattleAtProcyon'': [[TheManBehindTheMan Admiral Evar]] is a Procyon war chief-turned-[[AssInAmbassador ambassador]] who uses the guise of seeking a peace treaty with the Terran Empire to cover up his intentions to conquer it. Evar uses a fleet he constructs called the Ironclad to lay siege to the Empire and wipe out countless unsuspecting vessels and their crews, ordering the Ironclad ships to [[SuicideAttack suicide bomb]] themselves if they ever face capture. Simultaneously using a [[RobotMe robotic imposter]] of John Silver to make [[SpacePirates pirates]] across the galaxy more bloodthirsty and endanger hundreds of innocents, Evar personally destroys a Terran escort ship out of petty spite against its captain for having beaten him in a battle years ago. Evar ultimately plans to stage a massive attack on Parliament and kill countless people so he can capture or assassinate the Queen, destabilizing the Empire enough for his Procyon Expanse to invade and dominate the fractured Empire.
53* ''Franchise/{{Frozen}}'': [[EvilColonialist King Runeard]] [[labelnote:Appearances]]''WesternAnimation/FrozenII''; ''Literature/DangerousSecrets''; ''Literature/PolarNightsCastIntoDarkness''[[/labelnote]], former king of [[Characters/FrozenArendelle Arendelle]], was the father of Agnarr and the grandfather of Anna and Elsa. Runeard was abusive towards his wife and child, eventually causing the former to leave him, with Runeard blaming this on "evil spirits". Runeard eventually encountered the [[Characters/FrozenNorthuldra Northuldra]] tribe and [[FantasticRacism feared them for their use of magic which could threaten his power]], so he built a dam to drain their resources and force their submission while lying about it as a peace offering. This dam would also threaten the nearby kingdom of Vesterland with starvation. Realizing this, its two princesses, Sissel and Ingr, refused to help fund the dam, and when Sissel died in a flash flood, Runeard forced the only witness to lie that Ingr "murdered" her sister, attempting to execute her to eliminate any opposition to his project. When the Northuldran chief showed concern over the dam, Runeard killed him in cold blood and waged battle on the Northuldrans, killing many on both sides. [[PosthumousCharacter Even after his death]], his actions would continue to haunt all involved.
54* ''WesternAnimation/TheLionGuard'': [[Characters/TheLionKingScar Scar]], Mufasa's envious younger [[CainAndAbel brother]], is just as vile as he was in [[WesternAnimation/TheLionKing1994 the original film]]. Once the leader of the original [[Characters/TheLionGuardLionGuard Lion Guard]], Scar decides to overthrow and kill Mufasa when the latter playfully nicknames his brother "Scar" when Scar tried to seek praise for killing a traitorous lion and cobra who scarred him--not revealing that he had been perfectly willing to work with them to overthrow Mufasa. When Scar's fellow Lion Guard members refused to help him overthrow Mufasa, Scar uses the [[MightyRoar Roar of the Elders]] to [[BadBoss kill them]], but ends up losing the Roar in the process. In season 2, years after his initial death, Scar is [[BackFromTheDead brought back as a fiery spirit]] and tries to [[Characters/TheLionGuardArmyOfScar lead the animals of the Outlands]] on a brutal conquest of the Pride Lands, first by cutting off the river and entire water supply of the whole Pride Lands, and eventually simply trying to have them burn the savannah and all its inhabitants. In the [[Recap/TheLionGuardS3E1BattleForThePrideLands season 3 premier]], Scar attempts to burn the new Lion Guard, Simba, Nala, Kiara, and the hyena clan to death, the latter for one of them considering on defecting to the Pride Lands, before planning on tricking Kion into erupting the volcano with his roar, which will kill everyone in the Pride Lands. When confronted by the Lion Guard, Scar has Ushari scar Kion, with the snake's venom slowly turning Kion evil as Scar declares that Kion will now be just like him. Even after the death of his physical body, Scar remained a hateful creature driven by spite.
55* ''WesternAnimation/TangledTheSeries'': [[SatanicArchetype Zhan Tiri]] is a [[EvilFormerFriend former friend]] of Lord Demanitus who betrayed him during their search for the Sundrop and Moonstone to claim the power of both artifacts for herself. Freed by her followers, Zhan Tiri corrupted the Great Tree to use its powers to kill any who opposed her, and when resealed, her followers took her teachings to commit monstrous acts in her name, such as [[WesternAnimation/{{Tangled}} Mother Gothel's abuse]] of Rapunzel; and a curse of Zhan Tiri's on the land of Corona leads to another character's descent into villainy. [[TheCorrupter Playing as Cassandra's confidant]], the "Enchanted Girl", Zhan Tiri manipulates her into betraying Rapunzel, pitting them against one another while she takes the Moonstone for herself and escaping her prison. Free at last, Zhan Tiri eventually betrays [[Characters/TangledCassandra Cassandra]] to steal the two artifacts and with her newfound power attempts to painfully drain the lives of the people of Corona.
56* ''WesternAnimation/OneHundredAndOneDalmatianStreet'': [[CruellaToAnimals Cruella de Vil]], the one and only Devil Woman, returns in this series to seek revenge on the descendants of Pongo and Perdita. The decades since [[WesternAnimation/OneHundredAndOneDalmatians the original movie]] have turned Cruella into a harridan by harridan's standards who now acts with full regard to the Dalmatians' sapience. Cruella plans to [[BadPeopleAbuseAnimals mince all 99 of the puppies in her very own skinning machine]], intending to [[ForcedToWatch force their parents Doug and Delilah to watch]] the entire macabre process before turning them into "matching luggage". [[EvilAunt Cruella]] is also hideously abusive to her grand-nephew Hunter, at one point leaving him locked in a shipping container for six months with only dog food to eat, resulting in the poor kid undergoing SanitySlippage. When he finally snaps under her abuse, Cruella callously orders him caged up with the puppies.

Wanting to acquire the Heart Crystal of Atlantis to allow Germany to usher in a "[[OneWorldOrder New World Order]]", Rourke happily acknowledges that doing this would doom {{Atlantis}} and its inhabitants to decay and die in the dark. Having Preston Whitmore rendezvous at the entrance to Atlantis, Rourke sets up the man and his crew to die via a German U-boat attack. During the climax, Rourke betrays his ally Helga by shooting her and kicking her off his Zeppelin and attempts to sadistically murder Milo, musing about dragging the death out to an agonising end. Having a much grander scope of ambition compared to his film counterpart's lust for greed, Rourke is a deranged sadist willing to kill both friend and foe to achieve his goals.
63** Red Beard is a [[RapePillageAndBurn pillaging Viking]] out to discover Atlantis. Raiding a village, Red Beard forces a monk to give up the map to Atlantis for the price of his village being allowed to live--a deal [[ILied Red Beard goes back on]] with him razing the village to ashes and killing all within out of amused sadism. When one of his men gets uneasy due to concerns there's something within the ocean, [[BadBoss Red Beard tosses the man off his boat]] to drown in the frigid waters, threatening the rest of his crew with the same fate should they question him.

With no comedic quirks and with no regard for whom he hurts, Taurus Bulba was Darkwing's most feared adversary for a reason.

Negaduck then plans to release all of the villains onto St. Canard in a massive crime spree.
