The story takes place in a fictional Japanese city. Recently, the [[MegaCorp Anderson Group]] has moved into town and has been launching a bunch of big building projects. The only problem is that they're taking away a lot of the locals' jobs. To top it all off, there's quite a bit of gang violence in the city. But to the people's joy, someone steps up to the plate to stop them: Inukai. He and his vigilante group, Grasshopper, want to clean up the city and put an end to the Anderson group's tyranny once and for all.

You'd figure that the story would be about Inukai's exploits, right?

'''WRONG!!!'''

The story is about Ando, a high school student who has the power to make others say out loud what he’s thinking. Initially, he thinks that Inukai is really cool. When he thinks that Inukai is about to be attacked, he follows him and tries to help. It's then that he sees Grasshopper's dark side. He then notices that Grasshopper is easily manipulating the people of the city and changing his friends. When no one else will, Ando decides to take matters into his own hands.

----
!!This series provides examples of:

* AnimalMotifs: Hawks for Ando and Junya.
* BecameTheirOwnAntithesis: Kaname is viciously bullied by several of his classmates, and joins with Grasshopper in order to get power and allies to fight back. As Grasshopper gains power and the fight against the Anderson Group gains momentum, Kaname turns into a bully himself, taking great joy in tormenting anyone at his school who’s even tangentially associated with the Anderson Group, which leads to him ultimately dying at the hands of one of his victims.
* BlackAndGrayMorality: The Anderson group is shamelessly taking away peoples' jobs in order to expand, but Inukai is manipulating the people and making them perform brutal acts to stop them.
* BlowYouAway: The Barkeeper is an aerokinetic who has the ability to produce a pair of tentacle-like arms from compressed air, which are horrifyingly destructive, capable of smashing virtually anything within his reach.
* DecoyProtagonist: [[spoiler:Ando dies halfway through the series, leading his more powerful younger brother to take over where he left off.]]
* DrivenToSuicide: Kujira forces his victims to look into his left eye, which prompts them to feel overwhelming guilt for any and all crimes they’ve committed, prompting them to commit suicide.
* DudeLooksLikeALady: Inukai.
** Ando falls under this trope at times as well.
*** Semi also falls under this trope sometimes.
* DreamingOfThingsToCome: Ando has several strange dreams that seem to nod towards future events.
* EnslavedTongue: Ando's ability is to make people say things he wants them to say.
* TheFamilyThatSlaysTogether: The Pusher is Japan’s greatest assassin. He’s also married to a loving wife, who runs a troupe of actors that will pay any role to execute scams; while their twin children [[spoiler: are psychics who have the power to generate ''earthquakes'', and are so powerful that they are able to ''charge by the second''. While the Pusher is the only member of the family who seems to kill directly, the others have absolutely no qualms about providing support, and also include cleaning up evidence as part of their service.]]
* GreaterScopeVillain: Ando’s arc and Junya’s arc both sport villains who are more direct and immediate threats; The Anderson Group in Ando’s arc, and Fraulein in Junya’s arc; but Inukai remains the overarching BigBad of the series, quietly orchestrating things behind the scenes to further his rise.
* {{Hypocrite}}: Some students at Ando's school harass a student who's father has a low-management job with an Anderson-group owned company. They say that his father is helping to take away people's jobs. So, should he get his dad to give up his job and only means of supporting his own family? The same thing goes for when they bully the son of the owner of the Anderson group, who's a genuine NiceGuy, only wants to teach Japanese people English for a living, and doesn't have much to do with his father. The way they treat him, they'd only be satisfied if he abandoned his father--the source of his ''home, money, and food''--for the sake of their warped justice.
* LocalHangout: Ando, Inukai, and several of his closest followers often frequent an unnamed bakery.
** It's called the Duce
* ManipulativeBastard: Inukai definitely counts.
* MaybeMagicMaybeMundane: It’s unclear whether Inukai’s ability to make and carry out his plans is yet another of the bevy of psychic powers being thrown around in the setting…or if he’s ''just that good'' at planning things out. Given that there is a whole host of characters with all kinds of different psychic powers, it’s likely. But Inukai’s ability isn’t infallible, and people can disrupt his plans if they try hard enough. Inukai himself doesn’t seem entirely sure whether it’s an actual power or not.
* ProfessionalKiller: There’s Semi, the somewhat childish BladeEnthusiast; Kujira, the man who can make people commit suicide by forcing them to look into his left eye; and the one typically regarded as the best of the business, Asago: the Pusher.
* PunchClockVillain: Semi seems [[AffablyEvil very nice to Ando when he is off work]]
** The Pusher, who’s widely regarded as the best hitman in the country, [[spoiler: is also HappilyMarried to his wife and has two children. His wife and children are part of the underworld scene too.]]
* PsychicNosebleed - Much worse than a nose bleed...
* RousingSpeech: Is used to stop a riot... by starting a riot...
* ShamingTheMob: Ando turns a RousingSpeech into a [[DopeSlap bucket of cold water on those peoples faces.]]
* TheHeroDies: [[spoiler:Ando tries to stop Inukai halfway through the series but dies from overuse of his ability. Fortunately, his more powerful younger brother takes over and is hellbent on revenge.]]
* VillainWithGoodPublicity: Everybody LOVES Inukai!
* WellIntentionedExtremist: Inukai.
* WhatKindOfLamePowerIsHeartAnyway: Ando's ability is to make people say things he wants them to say. [[spoiler: And if he overuses it, he could collapse, or possibly die.]]
** It's ultimately averted, though. Ando winds up getting out of quite a few pinches with his powers despite their limited nature.
** Junya’s power is also rather unimpressive on the surface, [[spoiler:being the ability to correctly pick the correct option in any set of up to ten variables. It seems largely worthless for anything but games of chance. However, Junya uses it to effectively tail a master assassin by following him through a set of backstreets by using it to figure out whether the assassin went right or left at each junction. Afterwards, he realizes that he can use it to win large amounts of money by doing things like betting on horse races. At that point, Junya just spams his ability to make a colossal amount of money and hire hitmen to take care of the dirty and violent stuff for him.]]
* XanatosRoulette: It’s implied to be Inukai’s psychic ability. He can make and carry out plans, which often hinge on various people not under his direct control behaving in specific ways that ultimately benefit him and help him fulfill his goals. Ando is actually the first person to ever force one of Inukai’s plans off the rails.
